UK Lobbying Compliance Statement
Alcohol Ltd is a UK-registered consultant lobbyist operating exclusively within the United Kingdom. We are registered on the UK Register of Consultant Lobbyists (ORCL No. 5921) under the Transparency of Lobbying, Non-Party Campaigning and Trade Union Administration Act 2014. ORCL quarterly returns identify clients when the statutory tests apply; they do not disclose every communication or meeting. Our lobbying service is confined to UK public bodies and UK policy, with no lobbying of non-UK public authorities directly, remotely or through others. Each appointment requires checks on the client, funding, direction, purpose and applicable registration and disclosure rules, including the separate Scottish regime and FIRS where relevant. UK registration does not establish an exemption from another jurisdiction’s rules.
ORCL Registration
No. 5921
Registered on the UK Register of Consultant Lobbyists. The official public profile contains the Registrar’s published client returns.
Legislative Basis
2014 Act
The statutory communication, client and payment tests determine ORCL obligations. Other registration and conduct rules may apply independently.
Scope
UK Only
Lobbying activity is directed exclusively at UK Government Ministers, Permanent Secretaries, parliamentary bodies, and UK government trade negotiating teams.
Clarified 21 October 2026: this statement previously overstated the detail in ORCL returns and claimed a blanket foreign-agent exemption. See the corrections log.
Legal Notices & Disclaimers
1. Nature of This Publication
This website and all content published on alcohol.co.uk (the “Publication”) is produced and maintained by Alcohol Ltd, a company registered in England and Wales (Company Registration No. 04854930), whose registered office is at The Limes, Bayshill Road, Cheltenham, GL50 3AW, United Kingdom. Public editorial content, industry information and policy commentary are provided for general information. Descriptions of commissioned services explain work available under a separate written agreement. Reading this website or submitting an enquiry does not commission work. Public content does not constitute, and shall not be construed as constituting, legal advice, regulatory advice, tax advice, compliance advice, investment advice, financial advice, or any other form of professional advisory service. Nothing in this Publication creates or shall be deemed to create any advisory, fiduciary, agency, or contractual relationship between Alcohol Ltd and any reader or recipient. Readers should not act upon any information contained in this Publication without first obtaining independent professional advice appropriate to their specific circumstances and jurisdiction.
2. Registrations, Public Bodies and Endorsement
Alcohol Ltd is an independent UK company. References to public bodies, legislation or regulatory frameworks provide context for the work described. A reference, meeting or registration does not imply government endorsement, a diplomatic mandate, privileged access or a guaranteed official decision. Any registration, membership, certification or regulatory oversight described on this website is limited to its stated remit, activities and publications. Editorial regulation of a publication does not constitute approval of our commercial services, clients or policy positions.
3. No Representation of Government
Alcohol Ltd does not speak for, represent or act on behalf of any government. UK engagement communicates our own policy positions or agreed client positions to relevant UK public authorities. Client representations require an agreed mandate and identification of the client being represented. Engagement does not imply that a public authority endorses, adopts or accepts the position advanced. No statement on this website should be attributed to a public authority. Commissioned work does not give clients control over Alcohol Ltd’s own policy positions or independent editorial decisions.
4. Lobbying Activity – Scope and Limitations
Lobbying and representation before public authorities are delivered directly by Alcohol Ltd within the UK and only in relation to UK public bodies. We do not undertake or arrange lobbying of foreign governments, legislatures, regulators or international public bodies, directly, remotely or through intermediaries. International work covers research, commercial analysis, media, publishing and private-sector trade event support. It excludes campaigns to influence non-UK public decisions, representation to non-UK public authorities and arranging others to provide those services. This restriction also applies to commissioned campaigns, event activities and suppliers acting on our behalf.
Alcohol Ltd appears on the UK Register of Consultant Lobbyists under the Transparency of Lobbying, Non-Party Campaigning and Trade Union Administration Act 2014. Registration is not government endorsement or a general licence for public affairs activity. UK appointments require assessment of applicable registrations, client disclosures and returns, including the separate Scottish lobbying regime and the Foreign Influence Registration Scheme where relevant. Service descriptions and UK registration do not establish an exemption from foreign laws.
5. Accuracy, Currency and Completeness of Information
Alcohol Ltd takes care over accuracy, distinguishes fact, analysis and opinion, and states material source limitations. Policy, legislation, tariffs and market conditions can change after publication. Dated material should be read in its original context and may not reflect later developments. Significant inaccuracies, misleading statements or distortions are corrected promptly and with due prominence through our editorial complaints process and in accordance with the Editors’ Code where applicable. Readers can raise concerns through our Complaints Procedure. Updates to commissioned briefings are supplied on the schedule agreed for that project.
6. Exclusion of Liability
Nothing in this notice excludes liability for death or personal injury caused by negligence, fraud or fraudulent misrepresentation, or another liability, remedy or editorial duty that cannot lawfully be excluded. Consumers retain applicable remedies for reasonably foreseeable loss caused by a breach for which we are legally responsible. Any limitation for business users is subject to applicable law, reasonableness, proper incorporation and the dedicated Terms of Service. General public content is not a substitute for advice commissioned for a particular circumstance. This notice does not waive a reader’s rights, create an automatic indemnity, or replace a separately agreed service contract.
7. Clients’ and Other Organisations’ Independent Compliance Obligations
Clients and other organisations are responsible for their own regulatory compliance in every jurisdiction in which they operate or seek to operate. Nothing in this Publication should be construed as guidance on, or assessment of, another organisation’s obligations under any foreign lobbying law, foreign influence transparency scheme, sanctions regime, export control regulation, anti-bribery statute (including the Bribery Act 2010 and the United States Foreign Corrupt Practices Act 1977), anti-money laundering regulation, data protection law, trade sanctions, or any other domestic or international legal requirement. Organisations conducting their own advocacy activities – whether in the United Kingdom or in any overseas jurisdiction – must obtain independent legal advice from qualified practitioners in the relevant jurisdiction(s) before commencing such activities. Alcohol Ltd expressly disclaims any responsibility for other organisations’ independent compliance with foreign lobbying or political disclosure laws and does not represent that its own ORCL registration or compliance framework extends to, or provides protection for, their independent activities. This does not remove Alcohol Ltd’s obligations in relation to its own work.
8. Service Enquiries and Commissioned Work
We welcome enquiries about the services described on this website. Scope, fees, deliverables and applicable terms must be agreed separately in writing before commissioned work begins. A service enquiry does not itself create an appointment or contract for commissioned work. References to tariff rates, market conditions, or policy provisions do not constitute an invitation to engage in any commercial transaction, investment, or regulated financial activity.
9. Intellectual Property
Text, data, analysis, structure, and original content published on this website are owned by or licensed to Alcohol Ltd and protected by the copyright laws of the United Kingdom and, to the extent applicable, international copyright conventions. Reuse is permitted under the permissions in our Terms of Service, an applicable source licence, our written permission or a lawful exception. This notice does not withdraw permission to link to public pages or quote reasonable attributed extracts under those Terms. References to third-party legislation, trade agreements, government publications, and statistical data remain subject to their owners’ rights. Reuse requires an applicable licence, permission or a lawful copyright exception, including fair dealing where its conditions are met.
10. Forward-Looking Statements
Certain statements in this Publication may constitute forward-looking statements, including projections, expectations, or assessments of future policy developments, government positions, legislative outcomes, or market conditions. Such statements reflect Alcohol Ltd’s assessment of publicly available information at the time of writing and are subject to significant uncertainty. Actual outcomes may differ materially from those projected. Alcohol Ltd does not guarantee that a forecast will prove accurate. The liability and statutory-rights limits above apply equally to forward-looking material; labelling a claim as a forecast does not excuse misleading presentation or remove a duty to correct an established error. No forward-looking statement should be construed as a commitment by Alcohol Ltd or any government body to achieve any particular outcome.
11. External Links and Third-Party Content
This website contains hyperlinks to external websites and resources, including HM Government websites, parliamentary databases, official trade agreement repositories, and regulatory body publications. These links are provided for convenience and reference only. Alcohol Ltd does not control the content or privacy practices of independent external websites. References should not be understood as a guarantee of their accuracy or legal compliance; this does not remove any responsibility imposed on Alcohol Ltd by applicable law. The inclusion of a hyperlink does not imply Alcohol Ltd’s approval of, association with, or endorsement of the linked website or its operators. External websites may be subject to their own terms of use, privacy policies, and legal notices which readers should review independently.
12. Data Protection and Privacy
Alcohol Ltd is registered with the Information Commissioner’s Office (ICO Registration No. ZC093590) and processes personal data in accordance with the UK General Data Protection Regulation (UK GDPR) and the Data Protection Act 2018. Personal data is used and disclosed only for a stated purpose with an appropriate lawful basis and any required additional condition or transfer safeguard. A service enquiry does not consent to marketing or unrelated cross-site use. For recipients, retention and rights, see the Privacy Policy.
13. Governing Law and Jurisdiction
These notices are governed by the laws of England and Wales, subject to mandatory protections and applicable conflict-of-law rules. The courts of England and Wales are available for disputes; this does not remove a consumer’s right to another competent court or any other mandatory remedy under applicable law.
14. Severability
If any provision of these legal notices is held by a court of competent jurisdiction to be invalid, unlawful, or unenforceable in any respect, such invalidity, unlawfulness, or unenforceability shall not affect any other provision, and the remaining provisions shall continue in full force and effect to the maximum extent permitted by law.
15. Updates and Amendments
Changes to these notices are dated and apply prospectively. Updating a page does not retrospectively bind a reader, vary an existing service contract or create consent to a new data use. Material service changes require appropriate notice and agreement where applicable.
